The Start Collecting sets are just a way to start building an army for 40K (you don't get any rules with them), so if you wanted a self-contained game, that's not a great fit. Betrayal at Calth is fantastic, and I highly recommend it; but you need to be aware there's a lot more assembly than there is in Space Hulk. Also, there's no way to expand the game without creating your own rules and cards. If you want a skirmish game you can expand, which also gives you a "complete" experience out of the box, you might want to check out the latest version of 40K (which is a tabletop war game with measuring, rather than a game on boards).
